Dataplace is a whole of government platform, managed by the Office of the National Data Commissioner (ONDC), on behalf of the Australian Government. The ONDC is a part of the Department of Finance.
The Department of the Prime Minister and Cabinet (PM&C) assists the ONDC in hosting the Dataplace platform.
Dataplace facilitates access between organisations that want to use government data and government agencies that hold data.
Dataplace supports making a request for data from any Australian Government agency, this includes requesting data under the Data Availability and Transparency Act 2022, data sharing scheme (DATA Scheme). Dataplace also allows organisations to apply to be an accredited user or an accredited data service provider (ADSP) under the DATA Scheme.
Personal information is protected by law, in accordance with the Privacy Act 1988 and the Australian Privacy Principles. These instruments establish how your information can be collected, stored, accessed, used and disclosed by the ONDC, which is a part of the Department of Finance (referred to together as ‘we’, ‘us’ ‘our’).
There are strict rules about how information that you provide in relation to your use of Dataplace can be handled. There are penalties for us using or sharing your information inappropriately.
We will collect and use personal information (including sensitive information) for the purpose of enabling access to Dataplace, to administer the Dataplace platform with IT support provided by PM&C, and to undertake functions and activities under the DATA Scheme. We may share personal information with other Australian Government agencies for these purposes or where required or authorised by law to do so. More information about how we handle your personal information, including how you can access the personal information we hold, how to seek correction of that personal information, and how you can make a complaint, is set out in the Dataplace Privacy policy.
To access Dataplace
Users of Dataplace services
We need to collect the names and contact details of people who are users of Dataplace services.
We need to collect your name and the organisation you are associated with (often where you work) to provide access to Dataplace. If we do not have this information, we will be unable to provide you access to Dataplace.
Where you have sought to be a user of Dataplace, an authentication service (such as VANguard, the Australian Access Federation’s authentication service for universities, or the Australian Government’s Digital ID) will provide information about you to us. This will authenticate you and associate you with a particular organisation.
This information about you is displayed in your individual profile on Dataplace. Information about you can be used to prefill tasks on Dataplace, for example if you are a nominated contact person for a data sharing agreement, your contact details can be prefilled.
You can choose to include your preferred name, phone number and position title in your profile. This optional information will be available to the Dataplace service desk if they need to contact you, for example if you lodge an enquiry or request for help about Dataplace.
Once you have become a Dataplace user, your use and access to Dataplace will be logged. This information can be accessed by us, and by other persons in your organisation.
Submitting applications to be accredited as a user or a data service provider
We need to collect personal information when organisations are applying for accreditation as a user or a data service provider under the DATA Scheme, to support making decisions about accreditation and to allow us to contact you. An application for accreditation may not be progressed without the information being provided.
We need to collect the name of the authorised officer that is submitting the application for accreditation on behalf of an organisation. We also ask for the name of the organisation’s Chief data officer.
If you are providing personal information about someone else on this form, by submitting this form you are confirming that the other person has consented for their personal information to be provided to us. You should also refer them to our Privacy policy.
Where an application for accreditation is approved, contact details for the accredited entity will be published on the ONDC website. In most cases contact details for an accredited user will not contain personal information. Although there may be instances where an organisation provides a personal email address as the organisation’s contact.
Submitting a data request
Once you have submitted a data request, your name, email address and organisation you are associated with (and the same details for any contributors to that data request) will be disclosed to the relevant data custodian/s. This is so the data custodian is able to contact you if they have questions or require further information about the request for data.
If you are providing personal information about someone else in a data request, by submitting the request you are confirming that the other person has consented for their personal information to be provided to us. You should also refer them to our Privacy policy.
Entering into a data sharing agreement
Dataplace may be used to assist users to develop a data sharing agreement. Depending on the characteristics of the data sharing project, data custodians may require individuals (that will have access to the data once shared) to be individually named in the agreement. Data custodians may require this because:
In some circumstances, for sharing sensitive data (including personal information), personal information of non-Australian citizens and non-permanent residents accessing the data may be requested to support national security considerations, particularly when sharing data under the Data Availability and Transparency Act 2022.Personal information including a range of contact information, employment information and nationality information may be asked for. This personal information is used to confirm the identity of a non-Australia citizen or non-permanent resident seeking access to data.
If you are providing personal information about someone else in a data request, by submitting the request you are confirming that the other person has consented for their personal information to be provided to us. You should also refer them to our Privacy policy.
